to plug/re-rivet or not?

I've got a 1953 alumacraft FD and I was wondering if these holes serve a purpose or if I need to plug them. It looks like drain holes but they're right at the water level at the back of the transom. They're located at the bottom of this tray inside the boat though.

Heres some pics if that helps if I need to do anything about them?

they're located right at the bottome inbetween the transom wood and the tray in the small gap

Ayuh,.... So they drain the splashwell out of the boat,.... That's Good....

The spashwell is a secondary protection of the bilge....
It's supposed to drain, so ya don't have to pump it...

huh. Well this is only a 14 ft aluminum boat. Am I supposed to have a bilge pump? I don't see anywhere theres an outlet hole for that.

Nah, you don't really need one, but they do make small battery powered ones that can pump water overboard, if you want to get one, or you can use a hand powered pump for emergencies. You can buy them both/either at Wal-mart for about $20, but I just made a hand pump out of PVC, bamboo, and some rubber. It's fully collapsible and pumps tons of water. Best of all it only cost about $5 and there aren't any batteries, or wires to worry about ;)
