Top plug not firing 78 mercury 800 80hp

Last night while fixing my boat (1978 sportcraft with 1978 mercury 800 80hp with mercocontrol) i started it up and my girlfriend's dad noticed it sounded a bit weird. He started taking the wires off while idling and top plug(cylinder) made no difference. The bottom 3 would shut the engine off. We did a compression test and got 75 for each plug. There was spark to each plug. I went and bought new plugs and it didn't make much of a difference. Did sound a bit better since the guy had 3 champions and 1 ngk in it. It idles, it runs high rpm when using the idle lever. If that helps. Could it be a wire? Even though they're all getting spark? What about the power pack? If that was bad though wouldn't I have 2 cylinders not firing? I don't know. This is my first boat and want it to run so bad. At this point I'm getting frustrated. I've finally fixed all the small kinks and now this. Any help is greatly appreciated. Thank you!

Does the motor have 4 coils , yes or no ?-----Do the following test.----Does spark jump an actual gap of 3/8" , yes or no ?-------Does the primer bulb go hard , yes or no ?----The compression numbers are not encouraging but test with another gauge first.

The primer bulb gets hard but after idling for a min or 2 I can get another squeeze out of it. That could be my marine fuel tanks I bought from walmart though. They're sh**. The vents do not work and the cans swell up almost immdeiatley. I have to keep the caps all the way loose to have them work. Neptune tanks. I've tried only opening the vents 1/8,1/4,1/2 to all the way thinking they're like a check valve and no difference. The boat is still at my gf dad's but I believe it had 4 coils. As for the plug spark I was the one firing the boat while he was checking so I'm not sure if it jumped 3/8s.

A primer bulb does NOT need to stay hard once motors is running.-----Many people are not aware of that fact.

Oh ok thanks alot everywhere I've read says primer bulb must stay hard. Thank you
