torque for exhaust and bypass cover

My first total rebuild.
1976 70hp Evinrude 70673d.
My Seloc manual gave me the torques for some stuff but not others. Not sure why.
Does anyone know the torque for the exhaust and bypass cover bolts?

Might be here, but also doesn't specify, but does list size of bolts and torque

The 1/4-NC bolt torque is 60 to 80 INCH LBS-----What do you mean by " bypass covers " on this motor ?

that is what they referred to as the exhaust/water baffle assembly in the manual....I think,
That manual is not very specific on some things.
