Torque specs

I have the exhaust cover off my 1990 yamaha 50ESD-JD because I had a rock stuck in the exit port of the cooling system. On the cover it says .8KGM, which I assume is .8 kilogram meters of torque. My question is is that the torque for dry bolts, or should I put a little oil on the bolts before I put them back in? If applying oil is recommended, is there a different torque that goes with that?

Anybody have an idea or preference for this? I'm wanting to put the motor back together tonight

Torque specs are for clean, original condition bolts of course, not with scale on threads, not wet with oil....I usually walk over to a brush
wheel on a bench grinder and clean my bolts....but between the two, oil is better than the opposite way with chaulky residue or scale....
