The 3500# rating basically assumes the car and the driver and no additional passangers or gear.
I tow 5000lbs and my vehicle is rated for 6200 lbs. I can't tow a full 6200# with my family in the car because I will exceed the gross combinational wieght. For me, I really should get a bigger tow vehicle but since I'm not in the hills, it's not a big issue at this point since I only tow to the shore which is 1-2 hours away. It will become an issue if I want to tow in to the hills.
