I think when you get your dog, whatever his condition is at the time (after all, there was something you really liked about this dog, when you decided to get him), you need to first bond with him, show him a lot of care and affection, as the animal allows you into his space. The best bonding I ever had was with my chocolate lab, when I took him on a hunting trip as soon as I bought him, by the time we returned home he was definitely my dog. Dogs naturally tend to want to serve a good master, that they have bonded with.
Animals are pack animals that respect the Alpha Male, especially a good human one. A smart owner exploits this, employing sensible methods of rewarding good behaviour and domineering behaviour to enforce the rules the animal must learn to live by, as all groups demand order to thrive.
I think choke chains are appropriate training methods, especially re: a problematic biter that may well need to be forcibly controlled during training. Most of the time a dog needs only few reminders before he readily adapts to this training tool.
Some dogs will never be trustworthy around other humans and need to be seperated from contact.
I believe it is a serious error to allow a dog to bite his owner without strong behaviour modification.
