Transom bolt corrosion

I have recently cleaned up a 1988 Sea Ray with a 5.7L engine and alpha one outdrive. I ordered new magnesium anodes (fresh water only) and was trying to install the caps on the transom bolts. However all of the threads have corroded away. How big of a concern is this? A picture before cleanup is attached.

I read in another post that some of the bolts in older alpha ones did not have the threads for a plastic or anode cap. The bolt head was rounded. Is this true? If so, maybe the corrosion is not so bad.
