Transom heights....why are some lower than others?

Considering a '96 Crestliner 1650 Sportfish. The transom has two steps/cut outs that lower where the outboard motor mounts. I have seen other similar boats (Tracker, Lund, and Crestliners) that have only one step causing the motor to mount higher.

Why are there differences with some mounting lower than others?
Are these lower mounting points unsafe in that water can more easily rush in as compared to boats with a higher outboard mounting location?

Thoughts?

Transom heights are 15, 20 or 25" (+-1) and vary depending upon the height of the motor the boat is designed for. Some, for example, may be purchased in either configuration, and are suited to people who already have a motor and want a boat to use it with.

If a second step is used, its probably because the boat has a very high freeboard, and the transom must be designed so that the motor has room to turn side to side.

Back splash is always a problem with outboards. Deep V hulls need to accommodate engines that aren't offered with 25" midsections. Result is the lower cutout for the engine. Other reason could be for trollers that use a Kicker engine that you want up out of the slip stream when on main boat power at any speed. Higher side transoms help to support that as a trolling speeds, new water isn't all that important like it is at planing speeds and the engine can be mounted higher with the prop not necessarily in "new water" like the main drive prop has to be.

Most bigger motors can be mounted higher using 4 different bolt holes.------The motor does not need to rest on the transom.
