Transom hinge fix? A myth?

Ok, has anyone heard or used the kit that (allegedly) will repair a worn out outside transom hinge bushing on a Gen 1? I heard you had to drill a small hole in the side of the transom? Scary. My engine is great, and don't want to remove it, but the top bushing is getting dangerously worn out. Anyone used this rig, or know who makes it?

Maybe this is what your talking about. If it opens at the top of the page scroll down to page 4B-10 (noted at the bottom of each page, even page numbers are on the left, odd page numbers are on the right). This procedure is for removing the steering lever nut and bolt if it is not accessible from inside the boat, and you don't want to remove the engine.
