trim and tilt not lowering the trim rods

Guys .. am looking for an used trim and tilt for a 1987 88 hp evinrude ... I bought one from ebay but cant get the lower rods to go donw and dont know what could be bad ..dont really want ti try to fix it . So if any of you has one that can fit my motor let me know

Have you topped up the fluid ?--------------Have you cycled it a few fimes ?---------You may find that the trim cylinders need some time for them to start moving.-------Manual release is tight ?

yes I have give it a more than few try and is toped off of fluid , the motor makes the main cylinder work up and down but nothing to the trim rods

On a lot of the PTT units, the motor is pulled down by the tilt rod, and it pushes the trim rods down. So inless it is installed onto the motor, the trim rods will not retract.
