Trim and tilt not working

I recently had to remove my boat from the trailer, so trimmed the motor up as high as it would go as I was putting the boat on the grass
Anyway got the boat back on the trailer and went to lower motor but it's not moving
Motor is working on the trim, but ram refuses to move
It's a 60 evinrude
