trim and tilt

I have a 1989 60 hp TTL motor with trim and tilt. Raising trim and tilt is fine. Lowering trim and tilt is fine until the two trim rods start to retract. At this point I can hear a loud howling sound. The loud howling sound continues until motor is completely down. I have checked fluid level with motor all the way up and this is fine. I have cycled the motor all the way up and down several times to remove any trapped air. I have removed the pin on top of middle cylinder and cleaned and greased. I have loosened the pivot pin and regreased. None of this has helped. I'm starting to think that a oring in one of the cylinders has gone bad causing internal leakage and creating this noise. Don't know if anybody has seen this before but any ideas would be welcome.
