Trim gauge fluctuating

I have a 98 FW 225 Sundowner with a Volvo Penta and the trim gauge fluctuates up and down. Could that be the sender? Where do I find it and what does it look like???

The sender is a small cylinder on the inside of the transom at the top of the drive. It is driven by the gear rack on the drive. Check to make sure all the teeth are in good shape and clean before you look for electrical problems.

I don't know ANYTHING abt VOLVO PENTA, but on my omc I had the same problem. I traced it out to be a loose shunt resister across the gauge terminals. Just check that your gauge terminals are tight first. GOOD LUCK
