Trim Gauge Problem

I have a 1989 Mercury Outboard 150 Horse power, when you trim the motor up or down the trim gauge moves to slow, the movement of the gauge is much slower than the motor. Is the gauge bad? or the trim sender bad?

My bet's the sender as water can enter them from a bad seal/o-ring...

Thanks a lot for the reply, I was leaning that way but because it was working but slow I did not know.
