Bryan, I don't believe it has anything to do with the speed. A few possible problems could be the cause of your issue. First, the circuit breaker could be weak from age. Second, there could be a bare wire shorting out somewhere in the harness from the circuit breaker to the pump motor, (most likely cause). Third, the relay for the down position is sticking and running the motor continuisley in the down and getting the electrical systems amperage up enough to trip the breaker. Fourth, the pump motor could have a bad winding that is shorted to ground and is causing the problem. I would check the entire wire harness for the system if I were in your shoes and go from there. A voltage meter is going to be your best freind on this one.
