Trim motor flooded

Hello boaters,
I am new to this site. Have old Renken boat with OMC trim. Trim motor sluggish, when removed found it full of sludge. Boat was flooded in 2008 hurricanes; problem overlooked by mechanic. Can the trim motor and pump be cleaned and used? How? Thanks for any info you can provide.
