Trim problem, down works but not up

1986 Johnson 90 hp v4. Down works but not up to trim/tilt motor.

It worked intermittently today for about a ten minute period in the water, then the up stopped working all together.

I am thinking a solenoid (or relay, not sure which is in this motor). Would down work if the electric motor was defective?

Thoughts?

Are the relays for this under the motor cover? I have done some work on the motor the last few years but nothing electrical. For sure relays this year range, or solenoids?

They are mounted on the back of the motor on top. Should be a black box.

Swapped the relays and it is the same. So are electric motor or switch? How do I test those?
