typically the U&D relays get activated up on down by the switches (12v) but the resulting blue-green feed to the T&T motor are direct power feeds from the battery B+and Ground simply switched out from the relays .

first thing to do is check/clean all connections , cables, cable crimps , look for oxydation engine side and battery side . Try a different or fully charged battery

voltage tests are very iffy at best and do not mean much if amps don't come with the volts if some resistive path prevents a good flow of amps.

measure across the battery posts while trying T&T ...how does the voltage look like under T&T load

Because the switch has excessive carbon build up, or possibly corrosion on the internal contacts, which causes a voltage drop. Replace the switch.

switches do no carry much current and unlikely 2 sets (remote switch and switch on motor) would go bad . I don't have the wiring but I thinK one version supplies the DOWN current because it is lower than the UP current.

easy /cheaper stuff first... check connections and measure volts at different places to see where the volts get lost. !

battery posts
cable ends (crimps)
relay inputs
outputs etc...

yea i was thinking about taking the switch apart,,,,,,the switch itself PN#0174285 is unobtanium...and i hate to buy a used handle just for the switch but B.O.A.T

relay control U-D switch contacts carry little current and less likely to carbon up compared to the load control contacts in the relays.

if your system is like the above diagram relays are not very expensive to try out...... if you do not or can not go further VOM testing wise to find the cause. .
