Trim Problems

i got a 81 mercury 115 hp mercury and when i lift up the motor it wont go down i have to wait about 20 minutes then it might go down the fluid is full any suggestions ty Kevin

It sounds like low fluid, that t/trim needs to be filled with the trim all the way up have you done that
