trim problems

I have a question for you guys.
I have a 1989 Mariner 150hp outboard
The trim is not working right. When I started messing with the boat the trim would not work I unplugged the 2 wires coming from trim and applied power to them and the motor worked. Once this was done I returned everything back to the original configuration and had power ????? The motor was acted like it was stuck in the up position and trimed all the way up without me doing anything. Again I unplugged the 2 wired to the motor. Using a multimeter I determined that the up side of relay is staying hot. I checked all my switches and there off and are not showing to be hot on the up side or the down side leg of the switches. I can swap the relays from up side to down side and run the trim up and down but it does not respond to the switches could my relays be bad? any ideas would be appreciated.

probably need new relays. they are cheap. dirt cheap.
check iboats parts, ebay, amazon, google, etc.

By swapping them like you did you can isolate which of the two relays is faulty.
