I'm not thinking or speculating too much as I have no way of knowing. But if the pump-bracket is rusted to that level there is a risk the floor and stringers are rotten too, not to talk about the transom. Some salt water wash downs shouldn't get into the engine compartment and rain water isn't that bad, at least not bad as in rusted beyond recognition in three years.
Anyway, when you get the screws out, drill a little more in the floor to see if the material is OK. If you have plywood in your boat, you need to see fresh dry wood coming out. Anything wet and dark is, well... not good.
