Trim tab motor

I am on Lake Marion in S.C. Not many dealers here. I purchased a pontoon and the trim tab cylinder was laying on the floor. Is there some way to test it to see if it is OK? Like can I touch the wires to the battery terminals and expect the motor to run? Thanks
