You could drill the head off the bolt, but I found it a lot easier to use a torch and melt the old trimtab anode out of the way, then remove the bolt holding the upper and lower. Then remove the rest of the bolts and you can seperate the upper and lower and install a new bolt.
While your in there, might as well replace the impeller.
