trim / tilt goes down but not up

Just finished putting powerhead back on after rebuild. With all the great help here it went fairly smooth. Started it on muffs briefly then went to tilt to put in barrel and it would not go up. There was a click from the solenoid under dash but no motor movement. Pushed to go down and motor pushed down all the way. Checked and cleaned all battery connections shiny and same result.
Is the solenoid bad?

check the output at the solenoid, with a volt meter. have someone push the switch.

I wasn't able to check last night (honey do stuff). Just went out to check output on solenoid and the tilt was working. i put it up and down several times with no issue. I did put battery on charger last night. Is it possible the battery was too weak to tilt motor up? In hindsight, when I started the motor briefly it did turn the starter a little slow. Also I checked fluid and it is a little low. I read something about trans fluid in tilt/trim. I don't want to screw anthing up though. Is this correct?

The boat I just purchased also has electric trim/tilt. I too, am wondering what kind of fluid to put in the unit, it is a Prestolite brand.

I checked a bunch of old threads and found that dexron III trans fluid is also acceptable. I do have a manual but I accidentally brought it up to a friends cabin with some other things.
