Trim/tilt pump leak 1986 Evinrude

Ahoy Mates, I have a 1986 Evinrude 90 hp outboard that leaks/blows oil out of the manual control valve.
I have tried screwing the screw out of the pump/motor and it wont come out, i am guessing that theres an O-Ring in there somewhere that should prevent the oil from leaking/blowing out under pressure when the pump is activated ? ?

So I am bit confused, by looking at the photos I can see two very small ears (not that visible in photos) under the screw,
so can the c clip be removed without removing the entire assembly ? would i only be able to get at removal of the c clip
by removing the entire assembly ? if the c clip can be removed without entire disassembly a speciality tool would be required as i have tried with standard c-clip pliers that have an assortment of angled and sized points, but the cavity is deep, would the tool be a Evinrude special ?

Look closely.... there is a snap ring there which is designed to prevent the manual release valve from falling out when you're in 40 feet of water. :)

It is leaking because someone has backed that valve out more than two turns and backed the valves sealing O Ring into that snap ring, effectively cutting the O ring.

Now, using a scribe, whatever you need to use, get the remainder of that snap ring out of there... then you can remove the manual release valve and install a new O Ring on it.

In the fufture, backc the release valve out ONLY two (2) turns.
