Trim/Tilt

Hello, I have a 1988 90HP Johnson and this is my first boat with power tilt/trim. When I try to lower my motor it sounds like the hydraulic is working but the motor isnt going down. Ive tried to lower it manually but when i loosen the screw it still wont go down. I'm not quite sure what could cause this, I'm thinking maybe its due to low hydraulic fluid? It was working perfectly fine when I bought it. Any ideas on why it wont go down?

Is it resting on the bracket meant for storage / trailering ?----Did you raise it first to swing that out of the way ?

It is stuck up, i had the transom saver on it resting like that. I managed to get that out of the way. It trims up just a tiny bit but wont go down

Visually inspect it and make sure that is not on the lock like racerone said. If you undo the proper screw it should lower fast. Once it comes down make sure you refill it and bleed it properly.
