I don't guess that serves a purpose on a power steering boat? I was reading that they are for trimming out forces on the cable style, but are to be left centered on the PS models (with any off-center steering forces to be adjusted out another way, that I can't remember at the moment).

It sits right in front of the top of the prop arc, obviously (or I should say aft of), but I don't guess it hurts anything...

I plan to pull off my whale tail at some point this season, assuming I get all my maintenance done, to see how that affects driveability.

Ayuh,..... Exactly,...... So long as yer prop clears it, you can leave it there, or use a flat plate anode instead,.....
