trim will go down but not up

purchased a 17ft reinell with a cobra 3.0 I/O. The trim will go down but not up. i can get it up by taking a wire to the blue and red on the cylinder. I have checked the switch on the throttle and it seems to be fine. I have found two red wires forming as one with a female end (behind the throttle) cannot find what or where it plugs into.

I have a 86 3.0 and there is 3 solinods on the side of the motor bracket one is for up one is for down and one is for the starter I think..If you replace the solinod try to get a marine one.I used one for a lawn mower and it didnt last.But you can jump the solinod with a screw driver and if that works replace that one
