Trolling motor mounting plate help

i bought my boat intending on putting my dads 92 15hp evinrude on but the mounting plate on the transom is only rated for a 10hp and i know i need a bigger one but i want to know if the mounting bolts that are with the smaller one go in the same spot if i bought a bigger one to put there?

impossible to tell, as there are many manufacturers. seal holes with 3M 5200.
