Trolling Motor Not Working Right

I have a Johnson seahorse attach trolling motor, it has a switch on the foot pedal that says up for 24v and down for 12v I don't know what thrust it is, but what I'm trying to figure out is why will it only go into the lowest gear and it has two other gears before the lowest.. can you give me some advice on what could be the problem

Well we need a little bit more information. Model number and year would be great and even a few pictures. Not knowing what trolling motor you have, if it uses coils for the different speed, they could be burnt open and therefore you would only have one setup still working. But without seeing your setup and knowing more about your trolling motor, that is merely a wild guess. Post pictures and further info and we will try to help you figure this out. JMHO

They are not gears. They are motor speeds. With no idea of age or model one can only guess that one or more speed coils are open.
