Trolling motor spins freely

Took my boat out for the first time today to test it out since buying it. I picked up a used motorguide 85 24v trolling motor for less than 100. It needed a new steering cable so I replaced it and tested it out. Motor powers up but has a issue. When I give it power the prop spins and the whole assembly rotates and I have no control over it. The foot pedal moves all the way down until it cant go any further. It physically overpowers my foot. I suspect this is why the original cable snapped. Any ideas as to what it wrong?

Not much experience with that setup, but there has to be gears or places to hook up the steering cable. Something must be broken?

There should be a tension control screw somewhere on the foot pedal that controls how freely the pedal can move. Sounds like it may need to be tightened.
