Trolling plate on a 9.5 Johnson

Anyone have any thoughts on how well these work? The 9.5 I just got had one on it (spring up type). It's on a 12" tinny. I don't know why the previous owner would have put it on as I can idle to motor low enough to troll. Do they help planing at all?

Fishermen use them to run the motor at a higher RPM while trolling.
Some say that they help with plug fouling and carbon build-up.

They create drag as well, even when fully opened.

The previous owner probably trolled for hours at a time, and wanted the engine RPMs up a bit to prevent plug fouling.
It won't help for planing in the up position.
