Trouble accelerating

This is on a 1990 Dynasty with a 4.3 V6 Mercruiser. It ran great last year and this year out of winter storage it bogs when accelerating. It appears to have an electric choke. Anyhow, if I manually push the choke blades almost completely closed and they stay that way it runs good and accelerates. However, if they are open it won't take the gas, just keeps hesitating, like it wants to go, yet bogs down. I don't "think" it is the timing or a vacuum leak? It seems like something to do with the carb or choke or gas? Any ideas would be greatly appreciated???
