trouble mariner 25hp 95 short leg

I have whaler 13 and this motor dont push in full throtle ,very slow plane,best displacement in low rpm,BUT SLOW,I NEED TO MOVE MORE FASTER,HELP ! {serial 0G265091 ---6000max rpm}
