Trouble replacing a bow stop

Hi everyone.

I have an old ShoreLand'r trailer that I keep my 14' Dauntless on. Last time I pulled the boat, the bow stop broke in half. I had a black roller bow stop and I want to replace it with a v-block. The problem is that I can't seem to get the shaft off in order to replace it. The shaft is held on by two round caps that will not come off. I tried prying with a hammer but that didn't seem to get me anywhere. Here is a pic:

cut it off with an angle grinder with a cutting disc. Then replace with a bolt and locknut.

the caps are supposed to come off, but they are probably rusted on there. Like suggested above, I would just cut it off and replace it with a bolt and locknut.
