Trouble setting valve lash on AQ170

I've just had my head planed with new seats and the valves ground. I'm trying to set my valves following the instructions in the Workshop Manual from alcanboats.com. The instruction is as follows for the 6-Cyl engine:
"When the piston No. 1 cylinder is at TDC (the compression stroke), valves Nos. 1, 2, 3, 6, 7 and 10 (counted from the front) are adjusted, and with the piston in the No. 6 cylinder at TDC, valves Nos. 4, 5, 8, 9, 11 and 12."
Following this, I can get valves 1, 2, 3, and 6 adjust, no problems; but I can't even get #7 set screw backed out far enough to get ANY lash.

Anyone have some advice? The guy who machined the head will be up tomorrow to troubleshoot with me, but I'm open to lessons learned from any guys on here.
