Trouble shoot a fuel gauge

I have a 2003 Alumaweld Stryker that I bought used in January. When I bought the boat its gas gauge worked. In the past month it stopped working and shows empty all the time. I have checked the voltage at the back of the gauge and it is reciving 12v. From here I am at a loss. What is the process for determing whether it is the gauge or the tank sending unit? Any help is greatly appreciated.

If you jumper the other connector to ground (-12 volts) the needle should jump to full, if not it's the guage. If it does try jumping the wire at the sender to ground if it doesn't work there it's wiring, if it does its either the sender or poor ground on the tank/sender.
