Troubles w/ my '87 115 ETLH

She has seen the water twice all year long. The first time was great, the second, ( at the end of August, with only 15 gallons of fuel in her 45 gallon tank), went horribly. After having been towed in, I discovered phase seperation and removed every drop, replaced every inch of fuel line, clamps, primer bulb, filter and water seperator. We tried again. Still bad, but at least we were able to return under our own power. I just removed the carbs and disassembled. No problems inside them.
When she starts and runs she " labors" I have to keep the high idle engaged to keep her running and she sound ill.
Both times in the water she either would not start, or became extremely difficult to start and would not run anywhere but just off-idle.
I keep playng with the fuel delivery system and changes seem to appear, but do I need to look at the ignition system?
I'm part stumped and mostly #$^&$ off!
The fuel pump looks good.
At idle I have spark at each cylinder.
Plugs are new.

Any ideas?
