Troubleshooting Mercury 3075-28 Electric lift fuel pump issue

I'm looking for advice to troubleshoot a 2014 mercury 115hp EFI 4 stroke. After a problem with a water pump replacement, the engine got hot. Water pump problem is now fixed and pumping water as it should. Then engine appears to be in guardian mode, limited to 2500 rpm. I bought a SmartCraft Connect Mobile to be able to read engine codes. It had a "524-24 Engine coolant temperature S2" code and "3075-28 Electric lift fuel pump" code. I replaced the engine coolant temp sensor that screws in next to the thermostat. I am not sure what resets these codes, so I unplugged the battery for 10 min and tried again. Now I see both codes in the alarm history, but only the 3075-28 is active. So I think I fixed one problem and still have a problem with the low pressure fuel pump.

I disconnected all fuel lines and filters and blew through them, can't find any restrictions. I went ahead and took the fuel module out and took it apart. I tested the float, it seems to work fine by tipping it upside down and testing continuity with a multi-meter. With this fuel module being water cooled, I am wondering if my pump got too hot when the engine was hot and now the lift pump is not working properly. Is there any way to bench test the pump before I spend several hundred on a new pump? Also are there any good quality brand aftermarket pumps or is it worth the extra to buy Mercury?

I tested fuel line pressure with a gauge and it tests fine, which I think tells me the high pressure pump is working, and my issue is only with the low pressure pump.

Any help is greatly appreciated!
