I have a 1986 Mercruiser 3.0L with an electric choke. My question ( statement) is this: The terminal @ the choke stat should have 12v at all times. True.....or.....false.........

Technically I say False.

The 12V connector on the choke only needs power when the engine is running, Some have Oil Pressure switches that activate when the pressure is over say 2 PSI, so when the Key is ON, but engine is OFF.. the choke will cool back down with the engine. .. so 12 all the time is False..

True, it should have 12v ALWAYS.. but only when the engine is running, else the choke will close, causing running issues. Stalling, Poor Performance, stumbling.. etc..

False! According to the diagram: The Purple/Red wire provides +12V to the ignition switch. The Purple wire provides +12V from the switch to the instrumentation, including electric choke and ignition when the ignition switch is on.

False, on a Mercruiser. The choke coil only gets power when the igntion switch is in the run position. Doesn't matter if the engine is running or not, it will get power with the switch on.

My bad, I should have been more specific, I did mean to say with key on or in run position. But in any case it seems that the answer is would be that it wants +12v whenever the engine is running, for some reason I was thinking +9v ( resistance wire ) ??? not sure what I was thinking ......thanks men!

Nah. You do not want the power going thru the resistance wire. The choke element draws too much current for this to work well.

I don't boat in cold weather at all. I disconnected my electric choke altogether and adjusted it completely out of the picture.

No chokey.
