Two motors couple different issues.

My F60 is hard to start often requiring 5 to 6 attempts to start before it finally kicks off. When it does start it runs a tad rough before smooting out.

My T8 starts Ok usually on the second try, but it smokes quite a bit. Also at lowest RPMs it runs a tad rough causing the motor to shake. This leads to an anoying squeek that I think is caused by the control cable bracket and the control cable rubbing due to the shaking of the motor. Come up a 100 rpms or so and it goes away - the squeek that is, but it smokes more than a 4 stroke should.

Gas has stabil in it and Ring free, primer bulbs always squeezed till they are hard, do not run gas out of motor at the end of the day, and neither motor burns any crankcase oil, T8 has 32 hours and the F60 has 14, plugs are still original.

Will a tune up solve these problems?

I doubt it, on a modern four stroke outboard there is not much joe backyard can do, it either works well or its broke. do you have the factory service manuals on both?
and the smoke is crankcase oil burning due to the motor left in a negative trim and oil runs down hill. its normal at start up but should go away rapidly.

Rod, the motor is stored down, but the cavitation plate isn't quite level - should the cavitation plate be level on both?

As for the service manuals no! Do you suppose a visit to a warranty repair site would be warranted?

the motors should be stored about 5* or so of positive trim.
as far as a warrenty issue it depends on if its a maint item or a product failure, varnished fuel passages nessesitating carb overhaul are NOT warrenty items, a bad heater or primer assy may be under warrenty.
