turn key dead

. . .I have a 1995 Mariah Devanti w/a 5.8 ford 290DP. I m having a problem starting, I have replaced the starter and ignition switch, but in order to start, it takes 2-3 turns on the ignition to start the engine. The boat gets very little use and I have replaced just about everything in the engine 5-6 years ago and I'm baffled why it won't start right away, I don't know what else to replace, I m sure I m missing something, can you help?
