Turning off wireless scan on startup?

How do you disable the search for a wireless network on start up. It's for Mrs WO's laptop. I know I have done it before but for the life of me I cannot find where to do it.

I'da thought you would have just right clicked on the icon in the start up tray but there is no option there. I've also looked thru all the network stuff in control panel but can't find it there either.

With XP, right click Network Places and select properties, right click wireless adapter and select Disable.
