Unsure what this part is

I had a issue with my outdrive the upper gears are sheared. So I took it apart and I had two small plates with holes and a plastic part fell out one out of exhaust and the other one when I removed from the bell housing. I have looked over all diagrams and I can’t find one part that matches someone please help me out.

Those look like what's left of your shutters. They keep water from backflowing into your engine via the exhaust.
