does the alpha one upper gear shaft turn when the boat is in neutral or does it have too be in drive or reverse.....and is it ok to run a boat in drive at low rpm with ears on

Yes, the upper gear shaft turns when in neutral.<br /><br />When you say run the boat in drive with the ears on do you mean in gear? If so, then I would say yes, but I would reccommend removing the prop for obvious safety reasons.........
