I have 73 40 hp motor on a 21 foot ponton and was wonder if trolling at ldol speed would hurt the motor

Not if you periodically run wide open throttle to clear it out periodically.

you can always shift to neutral and rev with fast idle lever.

No. Should it ever start to run rougher from carbon buildup you can decarb it using products available for that purpose.
