Friend of a friend was selling a boat with motor and I figured I'd give it a go..

Motor is a J10ELCTC, 1983 Johnson 9.9HP. It hasn't been started in 2-3 years and previous owner did not use any fuel stabilizer. Supposedly ran ok before that. I know nothing about this motor.. I know the basics on how to start it, but what should I do before attempting to start it?

I know fresh fuel/oil.. but what else? Is there anywhere I can find an operator manual for free?

Thanks!

Are there any seals I will have to buy/replace to get to the impeller? Will I need permatex or other gasket sealer?

First thing I always do is a compression test. If its good, that's great. If not, you may want to reconsider spending time and money on it. Here is a site that you will find helpful. Leeroysramblings.com. It contains a great deal of information on the 9.9
