year? horsepower?

assumming 1980's -
get a 7/64" thick piece of steel plate and cut a "U" shape into it that is 3/8" wide. This will hold the cap securely. Fashion some type of extractor that can pull a 15/16" dia plug straight out from this plate. Using these two tools you can remove the end cap without distorting the aluminum body.

However, careless disassembly is not only source of damage to check valve body. It is not uncommon for aluminum to stretch over time due to backpressure. The cap can sustain up to 55Lbs of force from internal pressure. You need to make certain that it won't blow off during use.

Since you seem to be the master of force answers I've got another question. Got plug apart thanks to your suggestion, whats the best o-ring to replace with I was told a rubber needle seat for a mercury p/n 820719 works since neither one of us could find an o-ring that small. The force is a 125 1989 force style tilt n trim

I don't know. I use a die cut square ring made out of viton. It fits a ton of different pumps so I wouldn't be surprised if it turned out to be in stock by somebody somewhere. The viton doesn't work better, buna would be just fine too. What Viton does is resist chemicals. If somebody accidentally uses regular motor oil or ATF then viton isn't going to turn to goo like the original ... or if they get a little saltwater splashed into system it isn't going to harden and crumble. But ... if everything goes perfect and stays perfect then viton doesn't make that much difference. maybe like 21 years instead of 20.

but no I ramble. in short ... i don't know. I even read somebody said you could buy it from lawnmower shops. That one sounds messed up to me but does go to show how many different things use small needle valves with rubber seats.
