VERY Stiff Throttle - Is cable a DIY

2005 90hp pl Johnson
I will go through the suggested test of disconnecting the cable at the engine to see where the problem is. I have a feeling the cable has a kink in it. If this is the case should I attempt to replace the cable myself?

Any pointers?
