voltage to electric shift maybee

Hi guys i am a newbie here from sydney Australia i have a 100hp Johnson V4 1967 it has a electric shift box it is not going faster than 15km/hr at full throttle it seems as if the clutch is slippin or soemthing does anyone know what it can be as these electric shift are a pain as i have read in other forums i have also putnew type c oil in it which is the only oil for this box i have opened and resealed all of it any ideas please i know there is someone who knows something about them or is this forum jus 4 begginers
